Zanzibar is poised to enter history as the island paradise approaches one million annual visitors for the first time. Data from the Office of the Chief Government Statistician shows 743,605 international arrivals by the end of October 2025, already surpassing last year's full-year record of 736,755 visitors with two months still to go.

The numbers reveal Zanzibar's extraordinary recovery and growth over the past five years: from 260,644 visitors in 2020 during the pandemic depths, to 394,185 in 2021, 548,503 in 2022, 638,498 in 2023, and now the record-breaking 2025 figures. Monthly arrivals peaked during mid-year with 98,370 in July, 105,506 in August, and 84,154 in September – the traditional high season when European visitors escape their winter.

Resilience Despite Global Challenges

Arif Abbas Manji, Executive Secretary of the Zanzibar Commission of Tourism, notes that the surge is especially significant given global shocks that have affected tourism worldwide. 'The rise in arrivals has occurred despite challenges such as the Covid-19 pandemic and ongoing geopolitical tensions,' he said. 'Zanzibar has demonstrated strong resilience, supported by reforms and strategic investments designed to stabilise and expand the sector.'

Infrastructure and Investment Driving Growth

The Revolutionary Government of Zanzibar has prioritised improving the investment climate, modernising airport and port facilities, upgrading roads, and strengthening service standards across the hospitality industry. Large-scale property developers like Infinity Developments, with projects valued at over $500 million, are reshaping the tourism landscape with integrated resorts and waterfront residences. Improved air connectivity from various parts of the world – many resulting from the African Aviation Development Conference (AVIADEV) – has greatly contributed to rising arrivals.

Diversifying Beyond Beach Tourism

Beyond its famous beaches and Stone Town heritage, Zanzibar is actively expanding its offerings. New segments including Sports Tourism, Halal Tourism, Medical Tourism, and the MICE (Meetings, Incentives, Conferences and Exhibitions) market are broadening the islands' appeal. Sustainable tourism initiatives aligned with the 'Tourism for All' framework encourage environmental protection, community participation, and inclusivity.
